From September 1, 'phantom' cars will appear on Ukraine's roads: how they catch speeding

Starting September 1, 2026, special “phantom” patrol cars designed for speed enforcement will return to Ukrainian roads. In the first phase, three such vehicles will begin operating in Kyiv and the Kyiv region, and plans are in place to expand the number of mobile units and the geographic scope of their use in the future.

The main feature of the “phantom” cars is that, from the outside, they look virtually identical to ordinary vehicles. However, they are equipped with special technology inside that automatically detects the speed of other vehicles and records traffic violations.

What Is a “Phantom” Police Car?

A “phantom” is a special patrol police vehicle equipped with a speed monitoring system and cameras.

Unlike stationary automatic enforcement systems, such a vehicle can monitor traffic conditions while in motion.

The system is capable of recording vehicles traveling both in the same direction as the patrol car and toward it.

How “Phantoms” Detect Speeding

The equipment operates both while the patrol car is in motion and when it is stationary.

When a speeding violation is detected, the system automatically records the vehicle and recognizes its license plate number.

In most cases, police officers will not pull the offender over. The information is transmitted for processing, after which a citation for an administrative offense is issued.

Thus, the driver may not even know that their violation was recorded by a “phantom” car.

Can police officers pull a car over?

Despite the capability for automatic detection, patrol officers will still be able to monitor violations manually.

To do this, the vehicles are equipped with additional cameras that allow officers to monitor vehicles in front of and behind the “phantom” car.

If police officers notice a dangerous traffic violation—such as creating a hazardous situation—they will be able to stop the vehicle in cases provided for by law and issue a citation on the spot.

Where the first “Phantoms” will appear

Starting September 1, the first regions where the mobile systems will begin operating will be:

  • Kyiv;
  • Kyiv Oblast.

In the initial phase, three vehicles will be deployed on the roads. Going forward, the patrol police plan to increase their number and expand the areas where they are used.

Drivers should keep in mind that it will be difficult to spot such a vehicle in traffic ahead of time. Mobility and stealth are the key features of the system.

What are the speed limits in Ukraine?

In built-up areas, the standard speed limit is up to 50 km/h, unless road signs indicate otherwise.

Outside built-up areas, different limits apply depending on the type of road. Therefore, it is important for drivers to follow road signs and traffic regulations first and foremost.

The return of “phantom” cars complements the existing speed control system, which includes stationary automatic enforcement systems and other monitoring measures.

The main goal of these systems is to reduce the number of speeding violations and accidents caused by speeding.
