Customs clearance services for cars with European registration

From June 15 through December 15, Ukraine will implement a simplified preferential customs clearance scheme for certain vehicles imported from Europe.

Preferential customs clearance will be available for used passenger cars and trucks with European registration that were imported into Ukraine from abroad and, as of December 31, 2020, were listed in customs records as temporarily imported or in “transit.”

The vehicle must be at least 5 years old and must meet environmental standards (at least EURO-2), and it must not originate from or be imported from an occupying (aggressor) country.

The total customs payments will include a special excise tax, which will depend on the vehicle’s age and engine displacement, as well as VAT, which will amount to 20% of the excise tax. There is no import duty in this case.

The vehicle owner may register the vehicle under preferential terms; the owner must either be a Ukrainian citizen or hold a Taxpayer Identification Number (TIN) and a residence permit. A single owner may receive customs clearance benefits for only one vehicle.

How customs clearance works.

First, the vehicle is deregistered in its country of registration. After that, the broker obtains all necessary documents and begins the clearance process by paying the taxes and a reduced fine of 8,500 UAH.
