The Verkhovna Rada has backed extending electric-car customs incentives in Ukraine until 2027

Ukrainian electric vehicle drivers have received some good news—the preferential customs clearance regime for electric cars is set to be extended for another year. The corresponding amendment to the law on Ukraine’s 2026 State Budget has already received support from lawmakers.

What exactly did lawmakers decide?

According to MP Yaroslav Zheleznyak, the Verkhovna Rada supported an initiative under which preferential import duties for electric vehicles will remain in effect until January 1, 2027.
A total of 248 MPs voted in favor of the amendment, indicating broad support for the initiative among lawmakers.

“The amendment extends the exemption of electric vehicles from customs duties and VAT until 2027. However, a final decision has not yet been made—the government must submit the final text in November,” Zheleznyak explained.

What benefits are currently in effect

Since 2018, electric vehicles in Ukraine have been exempt from import duties and VAT, and the excise tax amounts to just 1 euro per 1 kWh of battery capacity.
This scheme has made electric cars significantly more affordable and has driven market growth.

However, recently, the Ministry of Finance and the head of the Verkhovna Rada’s Tax Committee, Danylo Getmantsev, have repeatedly stated that the state budget is losing significant funds due to these tax breaks. Therefore, the government has been discussing the possibility of abolishing them starting in 2026.

How the potential repeal of tax breaks has affected the market

News that customs duty exemptions for electric vehicles might end has caused a rush among buyers.
According to market participants, electric vehicle sales in Ukraine in 2025 are breaking historical records—many car enthusiasts are rushing to buy a vehicle before potential changes in legislation take effect.

Experts note that maintaining the zero import duty and VAT exemption will help keep electric vehicle prices affordable and support imports from China, the U.S., and Europe, where demand for eco-friendly transportation is steadily growing.

What’s Next

A final decision on extending the incentives will be made after the Cabinet of Ministers submits the updated text of the 2026 state budget law.
If the initiative is approved, Ukrainians will be able to purchase and clear electric vehicles through customs without duties or VAT until the end of 2026.

Thus, preferential customs clearance for electric vehicles in Ukraine may remain in effect for another year, maintaining the country’s leadership in Eastern Europe in terms of the affordability of electric transportation.
