Ukraine is preparing to adopt a new bill, No. 13314, which will significantly change the system of penalties for traffic violators.
Plans call for the introduction of a penalty point system similar to those in EU countries: drivers who accumulate a certain number of violations will have their licenses revoked. The bill also provides for lowering the permissible speed limit violation threshold from 20 to 10 km/h and increasing the amount of fines.

This was announced by Volodymyr Kreidenko, deputy head of the Verkhovna Rada Committee on Transport and Infrastructure, during an appearance on the “Yedyni Novyny” program on the Rada TV channel.

How the penalty point system will work

According to Kreidenko, the penalty point system will automatically record and track violations—such as speeding, illegal parking, running a red light, or creating a hazardous situation.
Once the established limit is exceeded, the driver will have their driver’s license revoked.
The goal of the initiative is to hold those who systematically violate traffic rules more accountable.

“We have drivers who violate the rules every day, and current legislation does not provide a way to hold them accountable. Only a point system and high fines can change this,” Kreidenko noted.

New Fines for Speeding in Ukraine

The bill proposes a flexible scale of fines, depending on the extent of the speeding violation:

If speeding leads to an accident, the driver may have their license suspended for a period of 6 months to 1 year.
Such cases will be handled by the National Police and the courts.

Why This Matters: Traffic Accident Statistics

According to the State Patrol Service, speeding remains the leading cause of traffic accidents—accounting for about 41% of all road injuries and fatalities.
That is precisely why the bill proposes lowering the permissible margin to 10 km/h, as has long been the case in many European countries.

Speed cameras and digital monitoring

The bill also provides for the expansion of the network of automated traffic enforcement cameras, which will minimize human error and reduce the risk of corruption.
As a result, the system will operate transparently and automatically, and punishment will be inevitable for every violator.

“European experience shows that strict enforcement and the inevitability of punishment significantly reduce the number of traffic accidents,” Kreidenko emphasized.

What’s Next

Bill No. 13314 is currently under review by the relevant committee of the Verkhovna Rada. After final revisions, it is scheduled to be put to a vote on the floor of the Verkhovna Rada.
If the bill is passed, the new fines and points system could take effect as early as 2025.
