Everyone will have to replace their licence: the details of bill No. 8082
Ukrainian drivers will likely soon have to renew their driver’s licenses more frequently, according to the Tvoia Mashina website. The Verkhovna Rada is preparing to consider Bill No. 8082, initiated by the Cabinet of Ministers of Ukraine under the leadership of Prime Minister Denys Shmyhal. This bill provides for significant changes to the validity periods of driver’s licenses and the conditions for their renewal.

What does the bill propose?
A reduction in the validity period of licenses. Under the proposed changes, driver’s licenses will be issued with a validity period of 10–15 years, depending on the vehicle category.
Similar requirements will apply to existing licenses. It is planned that the new rules will apply not only to licenses issued after the law is enacted but also to those already in effect. Upon expiration of the specified term, drivers will be required to renew their licenses.
Medical examination. Before renewing a driver’s license, the holder will be required to undergo a physical and psychological evaluation. This will help confirm the driver’s ability to operate a vehicle without posing a threat to others.
Retaking Exams. For drivers who have accumulated a significant number of traffic violation fines during the validity period of their license, mandatory retaking of the written and road tests will be required.

Why are these changes necessary?
The Cabinet of Ministers explains that the new rules are being introduced to bring Ukrainian legislation into line with European Union standards. Similar requirements for driver’s licenses have long been in place in most EU countries. Regular renewal of documents, medical examinations of drivers, and monitoring of violations help improve road safety.

What does this mean for drivers?
More frequent renewal of documents. Drivers will need to plan to renew their licenses every 10–15 years.
Medical examinations. Drivers will have to undergo regular medical examinations to confirm their fitness to operate a vehicle.
Knowledge tests. Drivers who have repeatedly violated traffic laws should be prepared to retake their exams.
How will this affect safety?

The initiative aims to reduce the number of accidents caused by drivers’ medical or psychological issues. In addition, it will encourage compliance with traffic rules, as irresponsible drivers will risk losing their licenses if they fail the retests.

The implementation of these changes is expected to improve road safety and bring it in line with European standards. Drivers should familiarize themselves with the new requirements now to avoid problems in the future.
