Changes to fines for traffic violations from July 1: police clarifications and the bill's status

On June 11, some media outlets reported that updated rules regarding liability for traffic violations will take effect in Ukraine on July 1, 2025. However, Bill No. 13314, which provides for changes to fines, currently has the status “Submitted for Review.”
New Fines for Traffic Violations Starting in July
The media reported that changes have been made to Ukraine’s Code of Administrative Offenses, and they concern the most common types of violations—speeding, failing to wear a seatbelt, illegal parking, and using a cell phone while driving.

The changes are as follows:

Speeding:

Previously: 340 UAH.
New: 1,020 UAH for exceeding the speed limit by 20+ km/h and 1,700 UAH for exceeding it by more than 50 km/h.
In the case of repeated violations (three or more per year)—suspension of the driver’s license for up to 6 months.
Parking in prohibited areas:

Previously: 255 UAH.
Now: 850 UAH.
If the vehicle is towed, an additional 1,200–1,500 UAH will be charged for towing services.
Parking near bus stops, crosswalks, or on bike paths will be considered an aggravating circumstance—in such cases, fines will be imposed promptly and without warning.

Driving without a seatbelt:

Previously: 510 UAH.
Now: 1,530 UAH.
For an unrestrained child—a separate fine of 1,700 UAH.
The fine is imposed on both the driver and the passenger.
Using a cell phone while driving:

Previously: 510 UAH.
New: 1,190 UAH if the driver holds the phone in their hand or talks without a hands-free device.
Driving under the influence:
The fine remains unchanged—17,000 UAH + a one-year license suspension.
A repeat offense carries a fine of 34,000 UAH plus impoundment of the vehicle.
However, this information is not accurate. Bill No. 13314, which proposes changes to the fines, was registered on May 26, 2025. As of today, on the Verkhovna Rada’s official website, it is listed as “Submitted for review” to the relevant committee. This means that the bill has not been considered, adopted, or entered into force.

The fact that the information about an increase in fines starting July 1 is untrue was also confirmed by Oleksiy Beloshitsky, First Deputy Head of the Patrol Police Department. “Information is circulating online

about new fines for traffic violations starting July 1. I would like to clarify: as of now, no such changes have been adopted!” the statement reads.

What Bill No. 13314
Entails The Verkhovna Rada will consider Bill No. 13314, which provides for proportional liability for speeding. The initiative comes from a group of People’s Deputies.

The bill proposes amending the Code of Ukraine on Administrative Offenses and introducing a separate Article 122-6, which specifies fines based on the degree of speeding:

more than 10 km/h — 20 non-taxable minimum incomes (340 UAH);
more than 20 km/h — 40 non-taxable minimum incomes (680 UAH);
more than 30 km/h — 80 non-taxable minimum incomes (1,360 UAH);
over 40 km/h — 100 non-taxable minimum incomes (1,700 UAH),
over 60 km/h — 160 non-taxable minimum incomes (2,720 UAH),
over 80 km/h — 200 non-taxable minimum incomes (3,400 UAH).
If speeding results in an accident, the driver may have their driver’s license suspended for a period of 6 months to 1 year.

This new measure aims to improve road safety and make the penalty system more equitable.
